Environmental Impact Assessment of A Rice Mill – Olam Nigeria Limited

In order to meet the increasing demand for rice, Nigeria resorted to the importation of milled rice to bridge the gap between domestic demand and supply. The Federal Government in its resolve to improve the national economy is promoting the sourcing and production of rice locally. In compliance with government demand to reduce importation, Olam Nigeria Limited, one of the leading importers of rice into Nigeria intends to build and operate a Rice Milling Plant.

OLAM Nigeria Limited proposed to build a Rice Milling Factory at Plot 77 Iganmu Industrial Estate, Lagos to boost the nation’s rice production. The Lagos State Environmental Protection Agency Edict No.9 of 1996 requires that Environmental Impact Assessment be carried out prior to a development intervention. In compliance with this regulation, Rain Forest Limited carried out an EIA and prepared an EIA report of the Rice Milling Factory for OLAM Nigeria Limited.

Rain Forest Limited on behalf of Chevron Nigeria Pension Plan Limited (CNPPL) carried out an Environmental Impact Assessment (EIA) study for the development of its Twin Lakes (formerly Kingfisher and/or known as Birrell Property) Estate. The project involves the development of approximately 200 hectares of undeveloped land resource for a mixed use of residential, commercial, educational purpose as well as a convention centre and known as the Twin Lakes Estate Development Project.

 The objective of the EIA is in compliance with applicable Sustainable Development (SD) policies, and its alignment with Mid Africa Strategy Business Unit Health, Environment and Safety and in compliance with the minerals oils safety regulation and Nigerian regulatory requirements.

Rain Forest Limited on behalf of Chevron Nigeria Limited (CNL), a subsidiary of Chevron International Exploration and Production (CIEP) and operator of the NNPC/CNL Joint Venture carried out an Environmental, Social and Health Impact Assessment (ESHIA) study for its planned Escravos Export System (EES) Project.

 It is the intention of the NNPC/CNL JV to undertake the project execution following the Department of Petroleum Resources (DPR) Environmental Guidelines and Standards for the Petroleum Industry in Nigeria (EGASPIN, 2002) and Federal Ministry of Environment (FMEnv.) Decree 86 of 1992. It is also in line with CNL’s Operational Excellence Policy 530. These standards include requirements to assess the environmental, social and health impacts, recommend measures to mitigate negative effects and also enhance opportunities for improvement.

Chevron Nigeria Limited (CNL), a subsidiary of Chevron Africa & Latin America Exploration and Production (CALAEP) and operator of the Nigerian National Petroleum Corporation (NNPC)/Chevron Joint Venture (JV), operates from both offshore, and land locations in OMLs 49-55, 89, 91 and 95 in the eastern and western areas of the Niger Delta. CNL proposes to carry out an Environmental Impact Assessment (EIA) study to support the drilling campaign for development wells in Ewan field located in OML 49 of its North Offshore Assets.

 In line with the requirements of the Department of Petroleum Resources’ (DPR) Environmental Guidelines and Standards for the Petroleum Industry in Nigeria (EGASPIN, 2002), CNL commissioned Rain Forest Nigeria Limited to carry out this Environmental Impact Assessment (EIA) study. This EIA report provides information intended to establish the existing environmental conditions of the study area and provide an assessment of impacts associated with the proposed drilling activities in the field. The EIA report will also support CNL’s application for environmental permits for effluent/waste discharge for development drilling activities in Ewan field.
